We have two ADSL modems that we believe are running Linux. The two ADSL modems are using the same Broadcom chipset. What we want accomplished if possible is modify the one firmware to work on the second modem. We believe the hardware on both modems is almost similar. Someone very experienced in Linux etc would be able to tell if the binary files are compressed Linux OS and decompress it to show all files.

That should be easy. If you have admin/root passwords handy we could evaluate and review it. ADSL modems are fairly easy to work with with some gotcha's.
