Quite interesting and involved project indeed. I saw the docs, links, videos you shared. Looks like you want to build a big rover. Also looks like you already have the motors for the wheel drive - and you want to control the direction using the actuators.
I have good expertise with robotic platforms (of smaller size though), embedded systems (Arduino, Pi), Motor/Actuator control, sensors, circuits. Please see my portfolio for related work. I think I can do this for you.
However we need more discussion to understand the details better. Overall I think you will need a control system (PID kind) to read the compass and adjust the actuators real time to get the rover to move in the desired direction. Also for left/right turns, passes and duration - the controller has to have the required logic programmed into it.
One thing which is not clear is how are you actuating your wheel drives ? Also how are you controlling the distance moved - is your speed constant - only then time based movements will be accurate.
As I said - we need to discuss quite a few details on this before we can proceed - that will also help do a better estimation of time and price. It is a quite challenging project and it would be fun to do it.
