Altium pro here. Would need to look at current design to bid appropriately, but current amount is most likely the minimum. Can reduce if its something really simple, for example doesn't involve small pitch BGA/DDR2-3 routing/etc. Deliverables would be drc/erc-free altium files + libs + gerber/ncdrill job output configured per manufacturer specifications.
