Build a online magazine Website (please read description)

I would like to point out that this project will be based on a partnership. I have got the idea of the project and i just need the muscle. I do not have the budget to pay right now. In my point of view the website can be a huge success. I would like an someone to create an website based on advertising, advertising ideas, advertising spots, videos, and everything related. Needs to have a registration form, either for well know advertising companies or freelancer to share their advertising ideas. Everyone will share their advertising skills, ideas, tips, campaigns, etc. I think you get the idea. My intention is to create a go-to destination for anyone who needs advertising ideas, or for any company to hire a talented advertising freelancer. If you share my idea i am open to any partnership. I already have the space, the domain, and in the near future some budget to get the website where i see it right now.
