Simple community app with simple approval flow

I need an iPhone/iPad app.
Payment by milestones agreed.
Simple app that needs to be scalable as functionality might be added later.
I have detailed FS and simple design drawings and need you to code the app.
You need to be structured in your working - writing clear simple code. I want to see some prior work, and I dont want to see messy/copy code. You must know what you are doing.
Basically:
- news functionality (able to broadcast news to all)
- member of a group. The group determines what menus can be seen.
- a simple approval flow between usergroups with logging.
- booking system for using washing machine.
- calendar lookup.
- experiance with "mobile pay" from Danske Bank (DK) is an advantage but not a must. Can also be apple pay or other paying service. I need there to be 4 eyes principle before money paid out. Must include logging somehow.
The payment feature is not a must have now. But will be. Great afvantage if you have an idea.
I want a person who can challenge me also with the right arguments.
