We just have the number of classes to complete the coverage but we do not know the business use cases to be covered as part of the code coverage. My first step is to understand the Business use cases for which the apex classes or triggers are implemented. Later I will go through the functionality for each module to work on the code coverage for the apex classes / triggers for that particular module. I will try to complete the common module to insert the test data required to complete the coverage and the methods will be invoked from all test coverage classes before we implement the positive and negative use cases to cover the code So the approach is kind of 1. Understand the business use cases 2. Identify different modules 3. Verify the functionality of each module to start working on the code coverage for each apex class involved in this module. 4, Design the test class to create the test data required for code coverage. 5. Run tests to see the coverage as we do progress for better planning 4 hours of free support once the deliver is completed in case of any issues with code coverage.

I know this is a high bid, however what you are asking for ( meaningful test coverage with business rules for 75 classes) is actually quite a lot depending on the average class size. Something similar to this took would take a team of 3 developers at least 1-3 weeks, even if they knew the code themselves. I will however deliver a quality product.
