Add functionality to existing Node JS based trading program

We have an existing trading program built in Node JS. It needs to add 2 functions as described in more detail in the attached word document
1) Compare prices in 2 designated trading pairs, and buy one/sell the other when the ask pricer of the first is lower than the bid price of the second
2) Trade between 2 accounts to ensure volume
