Two site templates

What's needed is a design of two template pages. Designed in Photoshop and cut to html. First template is for the main page and the second is for inside pages. Both templates are for an "academic learning methods" project. It is for Israeli public so should be made **Right to Left** with Lorem Ipsum instead of content. **A document is attached** with main structure of both pages. Also you can see the following web page to take example from: <[login to view URL]>? (for the first template) <[login to view URL]>? (for the second template) - only on this one the right div should not exist (News Box). And of course everything on the examples **should be mirrored**, since we should get a Right to left design, and this one (bie) is Left to Right. The logo is attached, it is in SWF file, and, should be inserted into the cut HTML files. Important: besides design, the final HTML should include a **top Dropping down Menu** just like in BIE website. Javascript could be used for this. And editing/modifying/adding/removing, items from and to this menu should be done easily (with explanation). The document attached is mainly in Hebrew so you should ask if something is not understood.
