Careful with removing old walls - the soil can start dilating (expanding) and cracking the corners of the building. Also, careful with adding concrete stairs... if the weight on the corner goes up - the soil could sink and crack the walls once again. Modifying any old building is super dangerous, especially if it is built on top of clay. That said, I'd start with calculating the weight being removed from the wall. If you are cutting a concrete block - I'd propose a heavily reinforced beam at the bottom. So it can compensate. And make the stairs in such a way that they end up putting part of their weight back on the same spot. That said... while I'm a "wiz engineer", I do not know UK standards. Only raw physics... either way, next time you walk around the city, look at the corners around the windows - some will have cracks. Often times that means a door inside the building was removed or filled with bricks, and the soil expanded / contracted, causing the building to sag in a corner :)
