We need a skilled individual who can build a utility that can capture the printing data that is directly sent to the LPT1 port without using a printer driver. The port has to be paused and resumed on a command as well. Note: We are not looking for a virtual printer driver but a dll or library that can be integrated with our code.

Build LPT port driver to caputure data and transfer it to program buffer for access, for access to regular C program. I can help you build this, basically you want a simple driver built. Or I can even also do it on a script level in a more simple way, but i would have to discuss the requirement with you. And I can't try to help you for 500 its not enough for me to take time to work on this and give you reliable support, and proper time.
