Rendering clean and simple PDF from other PDF

I am looking for a programmer who will build me a c# class or function, which will enable me to take any kind of PDF (signed, protected, damaged, with any kind of text, etc.) and simplify it in a manner that will result in the same type of PDF as generated by Chrome's Save to PDF, Microsoft's Print to PDF, etc. It should be simplified, like the PDF which rendered by a scanner, so i can edit it using other libraries. speed is important although not cruscial (unless the operation will take too long so it will cause the application to get into break mode).
