Paid Affilaite Sign-Ups Required

I am looking for a person / company that can help us achieve paid sign-ups into our online lottery system. I did post this project before but its reposted due to a scammer in Branford/New Haven/Hartford/Boston who will be the subject of a forthcoming wesbite (complete with photographs of him) - thats after he's been visited by our "associates" in his area who will recover our money.
