webGL Input form and Rotating Sign

I am a developer that has the need fro which I do not have the skill set, specifically webGL I need to build a for that users can fill out that involves the user putting in certain parameters and with those parameters, create a 3D object on the screen the can be rotated They are up to 32 city names which the form will collect the distance and compass bearing using Google Maps tools. Once the form has been filled out, the variable from the form will be used to create a rotating yard sign. The parameters are cities on Earth, with their bearing and distance calculated out.. The sign will have each city's name an distance on it and should point in the correct direction relative to the users lat long position, which each user will determine and enter on his own The sign will have eight levels which could contain up to 4 signs each, but in most cases will be many less than that.A calculation must be made in the case of many signs (like maybe 25) to determine which level to place each sign on so that it does not conflict with another sign which may point to a location in a very similar direction. I will build the site myself in Wordpress and there will be a menu option that links to the form.
