Build custom generic webhook receiver for c#.Net webforms project

I am completely unfamiliar with webhooks and have not been able to find clear examples of a generic webhooks receiver implementation. My company uses CardPointe hosted payment pages and we're developing our e-commerce component but I need to be able to receive the payment confirmation messages from the third party payer website and parse all of the details. Here is a link to the payer documentation on sending a webhook response (scroll down to the "Using HPP Webhooks to Retrieve Transactions" section): [login to view URL] I prefer no third party (paid) libraries as it appears this should be achievable with the Microsoft.AspNet.WebHooks.Receivers.* library (and dependencies). The deliverable I expect are the lines of code to implement this solution (from which I can easily utilize the data from the sender), and specifically which config files (if applicable) need to be modified and how. For someone familiar, this appears very straight forward and quick - I am just not familiar.
