Someone based in Yangzhou China that can file a police report for me

I need someone to go to a police station in Yangzhou to file a police report on my behalf. I have accidentally transferred funds to an incorrect manufacturer in Yangzhou who is refusing to give my funds back. I purchased stock from them back in 2013 but have not dealt with them since then. In April I accidentally transferred a deposit for stock to their account instead of my other supplier. Unfortunately the supplier is no longer in business so none of the phone numbers or email addresses that I have for them work anymore. The bank won't give me the suppliers contact details but said they would cooperate with the police, but I need to file a police report first. I don't speak Chinese and I am based in Australia so I need someone to do this on my behalf. I can provide a full list of events and banking details where the funds were transferred, I just need someone to lodge this report with the police and communicate back with me their reply. I am happy to pay an initial fee to lodge this report and communicate back with me the status with the police. If further work is required after this I am happy to pay an additional fee.
