I need to create a user interface "tool" on EXCEL

I have a list of 20 energy efficient projects and each one has calculations and results for the following variables: energy savings MWh, CO2 reduced, investment euros, financial savings and payback period.
What I want to create is a user interface that shows 4 different scenarios or possibilities that select the top 8 projects of the list considering:
Scenario 1. Prioritizing the variables of low Payback time and low investment
Scenario 2. Prioritizing the vriables of low payback time and high CO2 reductions
Scenario 3. Taking into account low payback time, high energy savings MWh and low investment
Scenario 4. Taking into account all variables equally as important. Meaning top 8 projects with low payback, high energy savings MWh, high CO2 reduction, low investment and high financial savings
They idea is to create a "tool" so that the user can press a button according to the variables he/she want to prioritize. So for instance, if the person is coming from the economic department they will give more importance to investment and payback, what are the top 8 projects that show? environmental department might give more importance to high CO2 reduction and fast payback, etc etc... that why I have the different scenarios.
