Build a Financial Website with SQL database, user interface and Admin facility

This is not current a project. We are not ready to sign a deal at the moment! At this stage, we are estimating its cost and would like to short-list developer(s) and designers, who is able to help. Project budget is also unknown. We are looking for offers and bids. Below is the list of basic requirements: 1. Knowledge of ASP VB/C#.NET (Visual Studio 2010), SQL Server 2005. We should be able to make small modification in formulas and business logic ourselves. 2. It would be great if the developer can also do the web design (strict business website, with minimal graphics, but nice user friendly charts and controls) 3. To build a website with following logic, a. User must register b. User provide response to certain number of questions (set by site admin) c. User pays via payment gateway (pay pal or other) (fixed price) d. The application builds charts and tables with information e. User can download this information in PDF and Excel f. The information must be stored and there should be functionality of comparing the input/output information g. In additional to the main functionality there should be a “tool” with different financial calculators (business logic will be provided). First focus should be given to the client facing interface, then to the admin function and probably will need some ongoing maintenance.
