Build a web site for document sharing

I need the base of a very user friendly web site to share documents (PDF and JPG) between multiple users: condominium owners and tenants. There must be this elements: - a simple access page with user login (username/email and password) - a main page (after login) with multiple notice-boards and a private area - the site must be in english or italian (I will translate it by myself) Any user can access some documents in notice-boards and in its own private area, depending on user privileges (read/download write/upload). Documents itself will be stored in some directory of the site and not as BLOB in DB; only documents paths must be in the DB. All the user privileges and documents source paths must be DB driven. It is required only the user interface to explore the documents (show+download) and not the logic to populate the DB and defining user privileges; the latter will be done by me, throughout an external application. DB must be MySQL but you must use query in standard SQL and you don't have to use specific functionality of MySQL (it must be easy portable to other DB). Any table in DB must have a primary key as idTableName integer auto-increment field. Join between tables must rely on this key. For sample: table Condominiums: idCondominium int not null auto_increment... table Board: idBoard int not null auto_increment, idCondominium integer, ... All the DB must be organized as multi-condominium. A user can be associated (in DB user privileges table) with one or more condominiums. All table that aren't general must have an idCondominium field. The code must use only html, css, php, js and doesn't have to use any external framework (no JQuery and so on) or protected code; I need all and exclusive copy-rights on full sources. For security reason, I'll use an htpps domain int he final product. You must provide me the full code and a sample DB populated with some test data.
