Creating a plugin for website.

PROJECT DESCRIPTION I'm looking for a very simple WordPress plugin that will enable a random unique number (serial number) that my user can use to track specific uploads made to my site. No matter the file type. The file must be able to be stored on a database on my server. I also want to be able to block or allow access to this plugin for users. I would like to be able to control the amount of uploads a user can make. The Mockup is just an example I would like the plugin to be more robust. The plugin must allow for permissions with woocomerce.
