Looking for a Designer for a Long Term Relationship

PLEASE READ - Don't just reply with a churned Project Reply!! I have wasted too much time on Freelancer. I want to find a Graphic Designer for projects over the long term. I have many jobs that I need work done on and looking for that designer that has great skills, that has intuitive and can get things done..... they can't take my feedback and actually add value to the project and impress with WOW designs and thinking. So far I haven't seen too many freelancers that have these skills - but am desperately trying to find the right person/s. Every freelancer promises the world to win the job. It's not in the promise it's in the delivery of the job. Tell me how you will save me time and can get the work done that is of exceptional standards. How can you get it done without me directing every step? Ideally, you will be in India, Pakistan, or Sir Lanka (etc.) and looking to build a long term connection, be well priced (for the buyer) but do exceptional work in a timely fashion. You need to understand not only how to do Graphic Design, but how to research material in case you need to go the extra mile to find information out for a project (rather than just asking the project hirer all the time). You must demonstrate initiative and be willing to learn and grow. Project work will be quoted on a job basis and paid at the end of each successful job. The source files will be handed over at the end of every job. Jobs will vary typically from $10 - $250AUD depending on the project. Some creative freedom will be provided for each job so that the designer can deliver greatness. I will select the designer through this process and offer a number of brochure designs that need completing, including vector maps. I also have banners and input to a website that is being built by a web designer at the moment. Once these projects are done, I need work to be completed for a marketing campaign landing page that needs to be designed and graphics prepared for our new marketing channels. Ideally, the designer would have some video editing skills as in the future we will also be creating unique video's for the landing pages (this is not critical though).
