SEO for site on a local basis

I need to make SEO on a client's web site 10 positions for certain keywords that we need to research. keywords listed below. We need to use legal white hat techniques in order to promote web page. Site is related to graphic design, marketing and web design in 2-3 cities in the South of Spain. So SEO will be on the keywords researched based on the client's web page services and for 2 local areas/cities: Marbella and Malaga... So it would look like: graphic design marbella, graphic design malaga.
