Create a dashboard to display various data from a spreadsheet for different users to charts

(Tried leaving the budget open because I'm interested in hearing actual results on how easy of a project this is.) A system that will take spreadsheet data (one spreadsheet used per user) and display it to them using a way to display (ie Google Charts) in a user dashboard. See "example large sheet" image for screenshot of data, but real version could have 50 to 1000 columns, but usually around 400-500 each. It reads in two column pairs, "you" (the car number) vs an "opponent" (the other random car numbers in the pair). Some sheets will only have single, non-paired columns. Display multiple user's charts to them such as: a) User's average reaction time and/or displayed as a bell curve; b) Percent of times user's reaction times better/worse than opponent (if opponent pair is supplied); c) Percent of wins; d) Percent of wins based on whether user's reaction time was better or worse (if opponent is supplied); e) Average “1st” and “MOV”; f) Average/bell curve of E.T. +/- compared to DIAL; g) Average/bell curve of individual timers, like 60, 33, ⅛, 1000, MPH, etc; h) Average times (reaction and E.T. mostly) as it relates to hours of the day; i) Based on left or right lane: reaction times, win percentages, etc; j) Round records against certain opponents Car #s user paired with multiple times; h) Other stats charts based on user feedback to be added later. I would also like you to teach me a bit about the process after it's completed so I can understand what's happening in the background once it's built, and perhaps understand how I can create additional code myself later by copying and adapting any formulas.
