Hi. You may have confused something, but socks is not related to routing. You can count socks as a proxy server. The client application connects to the socks server. Socks server connects to where the client application needs it. Are you having trouble connecting to your socks? Do you have socks on the same server as openvpn? If so, then it is enough if the iptables in the chain INPUT add a permissive rule. If not, then on the VPN server you really need to configure both the routing and the FORWARD chain in IPTables.

Hi There I'm an experienced network & system engineer and have used IPTables on Linux for a long time and have an advanced understanding of routing & switching. I have administered Linux machines within an ISP/Hosting provider in Australia that required the use of IPTables to prevent un-authorized access via SSH/HTTP/PING/SNMP etc and have allowed whitelisted hosts through. I also have experience with advanced features such as dynamic blacklisting and jailing to prevent brute force attacks against public facing servers.
