Life Events Benefit Enrollment

This is related to peoplesoft HCM module, Particularly Benefits. Peoplesoft have delivered 4 life events. Birth, marriage, divorce, Adoption. these are created for an employee self service , so that whenever a Family Status Change occurs an employee can login into his account and start a life events, update details, upload respective proof document. once the document is approved by the Ben Administrator( i will do that) , the employee must be able to elect benefits from self service. For some reason the employee is unable to enroll into benefits or options are not popping in the self service page. it says either your options are not prepared or the only time you enroll is during open enrollment or a qualified FSC. i want that issue to be fixed and the employee should be abe to enroll in the benefits through the self service page.
