No animation needed, just a storyboard of the different frames. Imagine you’ve got 15 seconds for the whole animation, so can’t be text heavy. 300x250 is the main size, so design that first and then adjust to the two secondary sizes. You can work in any program that you are familiar with, as long as the final file is either a PDF or a flat jpeg with all the banners.
