18745 Blogger Acct Creation Script

Require a PHP programmer to create an APIs that can be used to create a blog account on [url removed, login to view] with minimal intervention. The API MUST be written in PHP - NO object oriented code. Attached is a document outling how this would be done should an actual user visit the site and create an account -- I'd like to automate this process. Questions - please ask.
