Joomla 2.5 and 3.x plugin to switch templates automatically depending on variables

I need a plugin developed for Joomla 2.5 and 3 that allows the admin to specifiy template changes according to certain environments:

If the browser is below Internet Explorer 9: Use X template

If browser is below Firefox Y: use Y template

for all browsers

As well as

If IP location is in Specific Country: use X template

and then the tricky one:

If user internet speed is x OR if the site has taken x seconds to load 20%, use X template.

So inother words, the admin can have the template automatically changed depending on the site visitors browser, location and/or internet speed.

This selection must be cached and only checked for once per session.

This will be a commercial extension so all rights to it will be moved to us on completion.
