Generate BACS standard file from SQL database

We have an accounting system that consists of a SQL database. The front end is Deltek Vision (v6.1).
We need to be able to generate payment files in BACS standard. The payment files will then be uploaded directly into our banking software. This could involve a custom report or process to be run from within Deltek, or a custom report that runs directly from the SQL server.
There is a strong preference for a UK-based freelancer.
