Website design and developement

Hi I am looking to design a website with a fairly small site map. Besides approx 20 pages of basic content located within 5 top line menu's, I would like a simply enquiry form, chat functionality and a blog and interactive news page. I'm most interested in clean, smart and stylish graphic design and feel a designer/developer with outstanding but simply design skills will be selected to fulfil the job. The business give financial advice and is a start up business, therefore has a small budget. I will require a Content Management System to update content and images myself. I only have a Logo at this point so you will have to use your imagination to develop an online style that will reflect the personality of the business based on the logo design only.
