I would like to be able to 'wrap' a DjVu image in a PDF shell so that the file can be opened like a normal PDF.
However the 'wrapped' PDF will maintain the DjVu image properties, qualities and benefits with regards to the small file size and image quality.
I know this 'PDF wrapping or shell' can be done for the JPM or the jpg2000 format and I believe it is because of the image formats of the layers of the jpg2000 image that PDF can handle like jBIG2, lzw etc. The DjVu format is very similar to jpg2000 and uses just one different format in one of its layers to that of jpg2000 and that is IW44.
The DjVu format was originaly open source and hasn't changed since then and so there is a lot of stuff on the format and development tools available. I can also get a hold of the SDKs for Lizardtech's Document Express products (DjVu tools).

I ultimately envisage the resulting product being a manual or batch encoder which will be able to do conversions of DjVu files into wrapped PDF DjVu files. However this is not too important at this stage as the main aim initially is to achieve the PDF wrapping idea.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
