Server 100% load issue

I suspect it's you're mysql server. Most probably because you have a 3:2 read/write ratio and you are using the MyISAM database engine. I can look at your problem free of charge. And say if that is the problem. Cheers!

Hello , It's seems your problem is CGI configuration or proxy in Apache , Why you're not using Nginx instead of Apache ? If rewrite rules are problem , I can help you with that. Also FPM must be optimized to and modify Process handling. BTW, If you want stay with Apache , I can look at your configurations and fix the problem. Regards
