App to post to Twitter from a Google Sheet containing the announcement and the date/time of the post

We have a Google Form that posts to a Google Sheets. There are 10 columns labeled "announcements" in each row along with Date/Time to post each individual announcement to Twitter. We need a script to that will do the following: 1. Querying Google Sheets for new entries 2. When a new entry is found & we have marked a particular column with "1", then the announcements in that row post to twitter by time/date. Some could be immediate others would be in the cue to post for a future date. Please note, if you bid on our project we need you to fully test functionality before asking us to confirm that the app is working. Thank you for your bid

I can implement the script using Node.js which will be continuously run to check the sheet and read new entries, then post it to Twitter using their API. Can do the job, have solid experience with both Twitter and Google API.
