Build me a Wordpress Woocommerce Plugin

We need a plugin which works with Woocommerce on Wordpress, The plugin will be based on Shipment Creation using 3rd Party API's provided by Shyplite, Vamaship. They will provide us API and using those we can create the shipment in a single click staying at our admin panel. We want to use these API's to track the orders, also shows the tracking status to our customers on front-end. Also we want that we will be able to cancel the shipment, print shipping label & manifest, Send the SMS to customer which includes shipment tracking information. Also they will be able to track the order easily using the link which will be created after shipment is created.
