Convert PHP app to Javascript/Angular/ASP.NET

We have a legacy php app that is essentially one monolithic, convoluted script. It includes sql and excel modules for functionality. Users import Excel files to scrape data, then the php app creates giant data grids on screen based on filters.

Based on the project description, please send me a few sentences about how you would generally tackle a fully functional PHP/MSSQL to JavaScript/ASP.NET/MSSQL conversion. Just a few sentences about the general concepts. You may include any additional info but it is not required. Thanks!
