There are multiple libraries can be used, like doc raptor, dmpdf, etc. So you need a plugin where we implement this html to pdf library, then admin can conver pages to pdf, or should user also be able to convert pages from front end to pdf?

You cannot achieve the exact same result by using any PHP library. The best way to do it is through some Linux software which render 95% accurate PDF most of the time. PHP libraries like tcpdf,phpexcel are god but to some extents and will not render Google maps very well.
