Convert website from html/css to Wordpress

We want to migrate our current page from html/css to Wordpress.
Our site is [login to view URL] and you will be given FTP access and admin access to Wordpress.
Wordpress is currently not installed, but we can do that before the job is started.
The site needs to first be installed on /test, and then when everything is tested correctly, we will move it to the root and make it live.
We should run the newest version of Wordpress.
Here are the points that we would like to achive:
- Mobile friendly
The site need sto be mobile friendly.
We will use google test tool and others to confirm this.
Currently our site is reported as mobile friendly, but with some page loading issues that we would need to fix when the site is converted into wordpress
- The speed of the site needs to be improved.
Currently its ranking 60. We would like to improve this and get some estimate about how much it can be improved.
(Pagespeed insights)
- It should also be more SEO friendly.
Currrently, it's ranking between 30-60 depending of test tool that is run on it.
- Editing the menu and adding new menu items should be easy
- Editing the image slider on the first page should be easy
- The page should look and behave is it does today, so contact form and newsletter (Mailchimp) needs to work.
Any other improvement will also be taken into consideration and count.
