Create a simple website structure, to send to me. I will do the publishing and everything. NO Wordpress standard template with images etc.

I worked closely with a graphic designer recently, and now that I have my desired logo and background image, I need you to build a very simple website, mainly the structure. A great example of what I'm looking for is the site www pablomunoz com (please, check before bidding so you fully understand what I need). A simple menu on the left side of the website with a few links, and the website will use the logo and background image that I will provide you with. Once it is done, I need you to send me all files, because I will be doing the content writing, linking, publishing to a domain and everything. You only need to design the website "structure" or frame. As an extra: are you able to recommend me a good, free program with which to work on my website? I have past experience (10 years ago) with a microsoft website program, but I don't even remember the name. Please, tell me in your proposal your estimated cost for the job. I'm looking for a very competitive price, because my budget is quite limited (I wouldn't write and publish the website myself if I could afford paying for a full job). Remember I only need a basic frame to work with. I am in no rush and I will take a few days before hiring anyone, so don't rush and send a proposal with a standard template.
