Create a WordPress Plugin to show product prices excluding or including VAT.

Hi All! As the project name suggests I need a WordPress plugin to show product prices on whole WooCommerce website excluding or including VAT as required. I already found a cheap paid Plugin which does exactly the same but its buggy and does not work like I want. Here is the scope. 1. When a customer lands first time on home page or any other page, he will get a dialog which will ask whether he is a Business/Company OR Individual. If he selects Individual, he should see prices including VAT. If he selects Business, he should see prices excluding VAT. The dialog should be made in CSS3+HTML5 with a good simple animation when it comes in and goes out. May be please use [login to view URL] so that I can change animation class when needed. Also, make him to choose from this dialog one of the 2 options as it is compulsory. Dialog should close only after choosing. 2. His selection should be saved in a temporary browser cookie OR WP session OR account to be loaded later and not to ask again and again. If not found in either cookie OR session OR account, OR he is not logged in, he should be given the choice once again. 3. When he goes to checkout, prices should be the same as default showed in WooCommerce, no excluding OR including concept here as WooCommerce will show final VAT calculations here. 4. On WooCommerce checkout, he should be able to choose from a dropdown whether he is a Business OR Individual on top. The dropdown selection should load from his previous selection that he made when he landed. If he did not make any selection always treat him an Individual. As soon as he changes his selection on Dropdown, change it on cookie OR session OR account too. So, that prices will show accordingly next time he goes to home page OR WooCommerce shop page. 5. Save his selection connected to his account instead of each separate order. Example: If for order A he selected Individual and then after 3 days for order B he selects Business, please let him select and prices will show accordingly next time he goes to home page OR WooCommerce shop page. 6. Load his selection when he logs in. 7. The Plugin should be able to work on WordPress MultiSite. Although it will work automatically, but a test should be done. I think the scope will give you an idea what I need. Please let me know if I need to explain anything. I have a tight budget on this, but please be sure that if I like this, I have 3-4 Complex Plugins more to be made.
