Custom PHP SAAS Developer Needed -- 2

I am looking for a PHP developer to build a small SAAS application for personal use. This application will be lightweight. The software will create banners to be placed at the top of websites with custom messages, timers and design. If this is a project that you are comfortable working on then please listen carefully.
