C++ Developer Needed To Add Functionality to an Existing App

I have a windows console application for a Barcode reader that lists EPC codes for every Barcode tag scanned. Essentially, what I want done now is to have the epc codes post to a url each time a tag has been scanned. The url would have the tag's unique id (epc code) at the end of the url like the following: http://www.mywebsite.com/rfid="epc_code";. Lastly, I want the ability to change url address via the comand line. The URL will be a command line parameter The app is written in C++.
