File downloader (multi user)

I want to make a simple project (which is password projected)
I have a (user based) folder with multiple files in it. When I begin with typing in (minimal 3 characters) the files matching with the characters should show up.
There should be a download button, to download that file.
But there are multiple users, with their own folders. So user1 can only see, search and download only from folder1.
Users, passwords and folders should be easily edited
