Hey!
I have 3+ years of experience building websites. Whether that's WordPress, Bootstrap, Foundation Framework or vanilla HTML, CSS and PHP.
As I understand you don't want a WordPress site so the options left are either to use another CMS or create the website from scratch.
If we agree to go with the second option, here is the plan I am thinking:
1) Set up the server ( I prefer Amazon Web Services but I can work with any cloud provider)
2) Install the LAMP stack ( Linux, Apache Server, MySQL, PHP)
3) Create the MySQL Databases and tables
4) Create a mini "API" that the PHP files will talk in order to retrieve the data needed
5) Start working on the design of the website using Adobe XD or Adobe Photoshop. Create a prototype of the design and discuss it with you until we agree on the design of the site
6) Use a front end framework (BootStrap, Vue.js etc) to code the front-end of the website
7) Complete the coding of the web site and then test it with different tools in various browsers
8) IF NEEDED: install a CDN to speed up the loading times and integrate cloudflare so the site is protected from DDoS attacks
I like to use a Project Management Software like Asana so you can see my work progress and be able to what's going at any given moment.
