Need A Spam Filter Program Creating -- 4

Hi, We want a email filtering program / system to do the following: 1. Download iMAP / POP emails from a account at certain intervals. 2. Have a login web page where the user can see the list of emails that have been downloaded into a folder called Blocked. 3. They can view and delete the emails in a folder called Blocked. 4. They can have an option to automatically forward whitelisted emails addresses to another email address. When the emails are downloaded they are automatically forwarded to the forwarding email address and then placed in a folder called forwarded. 5. We need a admin section of the system where we can manage all the users and all the settings for each user. 6. We need a user section of the system where a user can also change all the settings. The main aim of the system is to download emails from an account and automatically forward white listed email and block all other emails until they have been whitelisted. This program needs to be made so it can be hosted on our web hosting etc and not a program running on a computer. Your first bid is your final bid, don't ask for more money.
