PHP deveoper with experience of WordPress required

Need someone with PHP and MySQL for a mini project. It should only take a few hours for the right person but if I get the right person I have a second project to work on with a membership system in WordPress This one is small I need a HTML / CSS static website (no content management systems like WordPress it has to be static HTML and PHP) The mini site is for a group of us having fun with football matches. We want to have users and each user can log into the site and there will also be an administrator who manages the system. The Administrator logs in before the weekend and sets up a list of football matches for that weekend with home and away teams. The user then logs in later and they will predict the outcome of football matches. The user will be given three options to chose from, “Home Win”, “Away Win” or “Draw”. After the user choses one of the three options they will save their predictions. The administrator will log in after the weekend and set the results of the matches and the user will get feedback on their predictions and will be given points (3pts for a correct prediction & 0pts) which will then be displayed. Then the users will compare their score for the weekend. VERY IMPORTANT - this must be done with very simple code as it will be used to show users how to edit HTML, CSS and PHP so there should be no content management and no external plug in's for say security or login - it must all be coded. The MOST IMPORTANT thing is not how good it looks or how many features it has - the MOST IMPORTANT thing is that it is clear well structured code with comments so the guys can follow the code and maybe later add some modifications of their own. SO SIMPLE WELL STRUCTURED AND COMMENTS is the key to winning this bid The budget for this is around USD 100 as it should only be a few simple pages with a MySQL to save data. again SIMPLE WELL STRUCTURED - I don't need any un-necessary features of content management or responsive UI - keep it simple
