php file who gets mysql table data and send to mysql table

i have a website where people sends information all the day based in tables, so i have a php table where i show as ranking ordered by date each report sended per user. The problem what i am having is how to send the report in a table to another table in order to show an "score" per each report. So i am planning to use "cron job" to execute a file who will do this task. the task consists in: execute a query who gets the latest report per each user, because the table "report" is like RAW DATA, where the same person can send his report many times, with this you get only the latest (i have done the query so you dont need to create a query, you use that query to create a new array and send to my new table) so bassically the phpfile will execute a query and the info recovered need to be saved in a new database. it will do the two things: insert into database if user does not exists. add values into database if user already exists. I will execute the cron every day at 23:55pm in order to save data every day.
