Poker Blind Timer

Hello I am looking for a construction kit to write software. Am I right with you? The software should be structured like on the photo. In the middle is a timer when this has expired must rise with the blinds a level. The same with Next Blinds. The database must be editable in the background. Best in an Excel which is linked to the software. Tournament info must be a + and a - at Entrants so that the number of players can be continuously adjusted. Last Seat Open and Chipcount should again be editable with an Excel in the background.
