Proxy wrapper

I need a script to be used online within a website opening a url within a wrapper (full witdh) using a fast running proxy. For now I need the proxy to use a fast connection using the Netherlands as users location but in the future I would like to be able to use other countries. In this case the url to be used within the wrapper is a video streaming service so I would like a casting button within the wrapper so any streaming content can be casted to Google Chromecast and modern smart tv's. Please note that I intent to use this script within a website and that it would be possible that more then 1 user will be using the script within their own profile page within the website so all needs to be 100% to garantee all will be working correctly whenever 1 or 1000 users are using the wrapper url using a proxy connection. To begin the programmer to work on this project first needs to create the very basics so I can test the basic wrapper function within my website to check if the target website in the wrapper will function correctly. After thats tested and 100% working proceed to completing the whole project description. Payment only when the target website within the wrapper is working correctly using the proxy.
