Semantic Matching algorithm (skills)

Goal : The mission is to extract required skills for a given job and to compare them with someone’s personal skills. Details : One of our visitors, John Doe, is looking for a job. John is a web developer. John visits the JAVA Developer job description. We would like to propose to John the list of skills needed to do this job and also if he is able to apply using his personal skills. First step : You need to extract the skills required for the targeted job from our custom database of skills. In our example, your script will have to request [login to view URL] with search parameter “JAVA Developer”. You’ll have to scrap several offers and extract the skills form the job description. The more a skill appears, the more important it must be considered. In this case, “JAVA” will probably appear in 95% of returned offers which make “JAVA” an important and required skill for this job. Output : An ordered list of skills for a given job from the most important skill to the least important (with the number of occurrences found) Second step : You must compare John's skills with those extracted from the job description. A maximum of matching method is appreciated (Word splitting and matching, similar text searching, soundex recognition…). Output : A list of skills common to John and the job, ranked and sorted by importance to practice the targeted job. Requirements : The project contains a scraping part and an algorithmic part. These elements must be developed in PHP. NB : All contents are in French (Skills, Job description, ...). Knowledge of the language is not necessary but can be helpful.
