Wordpress & phpBB Forum - Upgrade / Convert Existing phbBB forum

I am looking to have a Wordpress site set up with a selected theme and SEO plugins installed and ready to go. I want it to run along with the latest phpBB Forum software. The new phpBB Forum must be pre-populated with existing forum data that is currently stored in an older version of the forum. I'd call this an upgrade, but not sure if upgrade is possible or if winning bid would need to do a bit of SQL magic to transfer the data to the new database structure. The final setup must utilize the forum post title as the URL for that post instead of the old way. eg: /[login to view URL] must be /forum/My-Title-of-Post If I haven't given enough information for a full quote, then I expect you to clearly advise what additional information you require. Once I narrow down the freelancers, I will provide a link to the current site so that you can see the forum data. I am NOT expecting you to populate the new Wordpress site, just set it up properly with all the SEO and other plugins you think I will need. The current outdated forum has over 13,000 posts and 29,000 users.
