Write an iPhone & android application and stable back end database

I have a brief to create an iphone and android app that will require a stable PHP CMS linking to a MYSQL DB. Access to cPanel/ftp would be give to the successful bidder. We are looking for examples of work done for iPHone and Android. A confidentiality agreement would also need to be signed by the winning bidder/team. Notifications would also need to be built into the CMS - and notifications be able to be sent out to users of the App within either a targetted Geo Location or to all users. The App needs to have Facial Recognition SDK built into the iPhone App and the Android App. Allowing the User to signin up via Facebook or Email and the DATABASE will store the Facebook Username and Email and the Name of the User - as well as display this information in the Backend CMS. The User would then be able to take a Photograph and have this sent to the Server and Stored against the User/Account - a Maximum of 12 images per user. The App would also have to have 'Sliding' Adverts within certain screens in the UI as well as a 'Pop Up' advert that appears after the splash screen has launched. The Wireframe/UI-UX is being developed in Adobe Illustrator and would be supplied as a PDF or native .ai file. Time line for this project is to be completed by November. With working Notifications as well as Facial Recognition SDK/api SOftware that will show matches from within the Database. We are looking at hiring someone who can deliver a stable Database and Notifications as well as the ability to handle Image Recognition and create matches of imagea within the Database. This brief is an overview but should give an idea of how much work is need. The App would have to work with the Map Apps within iOS and Android as well as to upload photos taken from within the app and saved to the Database. Users would have a user profile that would be accessed via the App only and the Admins would be able to sign into the Back End CMS.
